The creation of Manual Rates Shippers is the preferred method of dealing with International Shipping or when dealing with orders that exceed 150lbs.  The reason for this is that the “Actual Rates” shippers do not calculate shipping for international addresses and they do not calculate “Freight” rates which are the rates used for orders over 150 lbs.

Manual Rates Shippers are shippers that are either set to charge no rates or to use manually created rates.(Actual Rates Shippers on the other hand, are any shippers that have the "Use third party rates" selected as the rate type.)

The manually created rates can be based on quantity, the weight of the product or the value of the product.

Example scenario:

Rates based on: Quantity
Manually created Price Breaks:
If the total quantity is between one and four, then the shipping amount is $8.00.If the total quantity is between five and nine, then the shipping amount is $14.00.If the total quantity is greater than or equal to 10, then the shipping amount is $24.00.

Example order: There is an order with two line items.The first line item has a quantity of two and the second line item has a quantity of four.The total quantity is equal to six.The shipping amount for the order is $14.00.
