Description

The publishing dialogs might be missing the English option in the Publishing language list. The issue might also affect any language that is stored in resources.
An attempt to start a publishing operation might result in a warning:

You must pick at least one language to publish

Solution

To address the issue:

1. As a user with Administrator privilege, open the Content Editor in the context of the master database.
2. Navigate to the /sitecore/System/Languages/en item.
3. On the Configure tab, Click Unprotect Item.
4. Save the item.
5. Click Protect Item.

As a result of these steps, the English language item will be saved in the master database. It will override the item that was loaded from the resource files.
