In the SXA Commerce Storefront, newly added countries/regions appear on the front-end site even if they are not added to the list on the /sitecore/Commerce/Commerce Control Panel/Storefront Settings/Storefronts/Storefront/Country-Region Configuration item.
The fix is considered for inclusion in a future update.
