The Graphical setup packages for both XM Scaled and XP Single topologies for Sitecore Experience Platform 9.3 Initial Release (located here) might not contain the latest compatible Sitecore Experience Accelerator (SXA) and Sitecore Powershell Extensions (SPE) WDP packages if you downloaded them before 13-Dec-19.
Updated packages have been released to dev.sitecore.net portal. Please download them again.
