The Sitecore Forms application does not support any option to edit the rule set for a particular form field as it used to be implemented in the Web Forms for Marketers (WFFM) module for Sitecore XP 9.0 and earlier. The new application was designed as a built-in feature for Sitecore XP 9.x, and not as the continuation of the WFFM module.
